How to File a Consumer Complaint in Israel

Every regulated company and public body in Israel is required to operate a public-inquiries (פניות הציבור) desk that handles consumer complaints. This site is a free Hebrew-language directory of the official complaint channels — verified email addresses, phone numbers and online forms — for 153 Israeli companies and government bodies across 8 sectors, together with the government regulator that supervises each one. A built-in generator drafts a formal complaint email and sends it to both the company and its regulator.

Complaints in Israel work: in 2025 the State Comptroller's Ombudsman received 30,366 complaints (a 41% year-over-year increase), and in 2024 about 46% of complaints were found justified or resolved (source: State Comptroller of Israel). Israeli banks returned ~14 million NIS to customers following complaints to the Banking Supervision Department in 2022–2023 (source: Bank of Israel).

Key regulators accepting complaints by email

Regulators without a public email (Ministry of Communications, Capital Market Authority, Electricity Authority and others) accept complaints only via their official online forms — direct links are provided on each body's page.

How the escalation ladder works

  1. Complain to the company first — its public-inquiries commissioner must respond in writing (typically within 14–45 days, depending on the sector).
  2. CC the regulator from day one — it speeds up handling significantly.
  3. Escalate to the regulator if unanswered, and for public bodies — to the State Ombudsman, free of charge.
  4. Small-claims court (up to ~38,900 NIS) requires no lawyer.
